Report 03: UAP at nuclear facilities (1947–2025): what the primary records show
The PURSUE releases (R01–R05) put primary documents behind the claim that UAP cluster around nuclear sites: Oak Ridge (1947), the Los Alamos–Sandia–Kirtland triangle (1948–50, hundreds of green-fireball/orb reports and a SECRET Los Alamos conference), Pantex (2015), and 2023–25 federal-agent orb reports near test sites. The records establish that reports clustered and that officials took them seriously. They do not establish what the objects were: in 1949 the working hypotheses were meteors, natural phenomena or 'our own secret experiments.' Stronger later claims (Malmstrom 1967, Bluegill 1962) rest on testimony, not these records.

Thesis
UAP reports do cluster around US nuclear facilities in the primary record, from the first months of the modern era. The open question is attribution, and the records show officials asking the same question with the same three hypotheses we have today: natural (meteors, atmospheric), human (our own or foreign tests), or unknown.
Chapter 1: The first cluster (1947–1950)
| Fact | Status | Source |
|---|---|---|
| July 1947: photos of 'flying saucers' over Oak Ridge, TN (FBI Knoxville) | FBI serial 153 | PURSUE R01 |
| Dec 1948 on: >10 'green fireball' incidents in the Los Alamos–Las Vegas–West Texas triangle; the Army expected 'a natural explanation'; also 'may be connected with secret experiments… by some U.S. Government' agency | FBI memo, 22 Mar 1949 | PURSUE R01 |
| 16 Feb 1949, Los Alamos: SECRET conference with Bradbury, Teller, Reines, LaPaz, AFOSI, FBI, AEC; no consensus | transcript | PURSUE R04 (DOE-UAP-D004) |
| Sandia Base 1948–50: 209 reports ('green orbs,' discs, fireballs); AFSWP and USAF investigate; copper-bearing dust sampled | 116 pp | PURSUE R02 (DOW-UAP-D017) |
| Project Twinkle final report (Louis Elterman, GRD, 27 Nov 1951): Askania cameras run by Land-Air at Holloman and Vaughn. Whipple's and Tombaugh's sky cameras never caught an anomaly; overall 'does not permit a conclusive opinion'; suggests a meteoric population or the sunspot maximum. Recommends 'no further fiscal expenditure.' Land-Air's film and verbal logs were never time-correlated (no contract provision). LaPaz rejected a natural origin and raised 'our own military' projects as possible | Twinkle report | archive.org |
Reading: the phenomena were real enough to convene the lab's director and Teller under classification. The files lean toward meteoric or experimental explanations but never close the case.
Chapter 2: The Cold War (1960s–1970s)
| Fact | Status | Source |
|---|---|---|
| 1971 US–USSR Accidents Measures Agreement, Art. 3: notify each other of 'unidentified objects' detected by missile-warning systems | treaty text | FAS |
| Soviet ABM range Sary Shagan: a UAP noted in a CIA report (1973) | CIA-UAP-011 | PURSUE R03 |
| Malmstrom 1967 (Echo/Oscar Flight missile shutdowns) | witness testimony (Salas); Echo Flight shutdown occurred, the cause is disputed | not in PURSUE |
| Bluegill Triple Prime 1962 'UFO knocked down' | Malmgren; résumé undercut | vault |
Chapter 3: Kirtland 1979–80: the disinformation case
| Fact | Status | Source |
|---|---|---|
| Paul Bennewitz recorded lights/signals near Kirtland/Manzano (nuclear storage); AFOSI's Doty fed him fabricated alien material | AFOSI FOIA + Doty on camera | vault (Townsend Brown documentary (American Alchemy 2024)) |
Reading: a proven case where UAP interest near a nuclear site was manipulated to protect a classified program. Any site-clustering analysis has to allow for deliberate noise.
Chapter 4: The modern cluster (2015–2026)
| Fact | Status | Source |
|---|---|---|
| Pantex (US nuclear-weapons assembly), 2 Sep 2015: unidentified object incursion; radar-tower imagery (UCNI) | DOE-UAP-D005 | PURSUE R04 |
| 2023 Western US Event: federal agents report orange orbs 'launching' red orbs; AARO update | DOW-UAP-D077–D083 | PURSUE R03 |
| Late 2025: a serving senior intelligence official's helicopter pursuit of orbs near a sensitive military facility after a test; 'cavern entrance' | ODNI-UAP-D001 / FBI 302 | PURSUE R01/R02 |
| Sept 2023 'US test site' FBI 302s (bronze ellipsoid) | FBI 302s | PURSUE R01 |
Reading: the modern documents are witness narratives with no released sensor data; the facilities are redacted. That fits both 'something visits test sites' and 'test sites generate classified-activity sightings.'
What would settle attribution
- Instrumented data from Pantex 2015 (unredacted radar), the 2023 Western US Event and the 2025 incident.
- Project Twinkle's un-analyzed Askania film/logs (1950–51): the final report is public, but the time-correlation study was never done.
- Test schedules overlaid on sighting dates (Sandia/Los Alamos 1948–50; the 2025 'successful test'). Heavy overlap would favor 'our own activity.'
Counter-case
- Nuclear sites are among the most watched places in the country (guards, radar, cleared staff), so the density of reports reflects the density of observers.
- Kirtland 1979–80 proves that UAP narratives near nuclear sites have been manufactured at least once.
Proposed requests
- #35 Project Twinkle final report and raw theodolite/spectrograph logs (1949–51) — Air Force / NARA RG 341.
- #36 Pantex 2015 radar data (unredacted) and NNSA follow-up — DOE/NNSA.
- #37 AARO technical collection (if any) for the 2023 Western US Event and the late-2025 incident — DoD.
