Casey is the one person named in October Surprise, Iran-Contra and BCCI. Two official inquiries (Senate 1992, Walsh 1993) found no proof of the core allegations, and both said so while listing the Casey evidence they never got: passport, calendar pages, diary, un-reviewed tapes, and Casey himself (seizure the day before testifying, dead before questioning). The findings are 'not established', not 'disproven'.

Report 05: William Casey and the missing record
Chapter 1: October Surprise, from the Senate special counsel report (S.Prt. 102-125, Nov 1992)
- Findings: "not sufficient credible evidence" of a delay deal; "no credible evidence" that Casey, Bush or others attended Paris meetings in Oct 1980; "no credible evidence that Casey, operating through Hashemi, concluded any infamous agreement" {verified: report text}
- The qualifier: "the totality of the evidence does suggest that Casey was 'fishing in troubled waters' and that he conducted informal, clandestine, and potentially dangerous efforts" {verified: report text}
- Madrid: Jamshid Hashemi testified under oath that Casey met Karrubi in Madrid, and that Casey's aim was to expedite the release. The counsel found "evidence of Casey's likely contact with Cyrus" Hashemi {verified: report text} {unproven: Madrid meeting itself}
- Whereabouts: the report calls it a "curious coincidence" that Casey was in Europe during the 2 July 1980 Madrid meeting, but says there is "no evidence … that Casey went to Madrid." Gary Sick testified that Casey is unaccounted for from 26 to 30 July. Darrell Trent placed him at Bohemian Grove on one of two weekends (25–27 Jul or 1–3 Aug), unsure which, and said Casey mentioned a flight to London afterward {verified: report text} {unproven: gap resolution}
Chapter 2: What the Senate inquiry could not get {handling}
| Missing item |
Status per report |
| Casey's passport, loose 1980 calendar pages, 1980 Standard Diary |
held by the Casey family; investigation "impeded" in obtaining them. "Certain critical documents necessary for determining Casey's whereabouts … are missing" |
| Calendar pages for 26–27 July |
"missing" |
| Hashemi FBI surveillance |
~150 reel-to-reel tapes "not yet reviewed"; Nov–Dec 1980 intercepts flagged for review "with care" → FOIA queue #48 |
| "Pottinger tapes" |
3–4 FBI tapes lost in 1982–84, then found in 1986 by the case agent in an interoffice envelope, filed without telling anyone |
| Reagan, Amb. Donald Gregg |
"declined to be interviewed" |
| The counsel's own verdict |
"None of these conclusions can be considered final until all investigative work is completed" |
Chapter 3: Iran-Contra, from the Walsh report ch.15
- Seizure on 15 Dec 1986, the day before his third scheduled Senate testimony that week. Died 6 May 1987. Never questioned by the Independent Counsel, and only a few contemporaneous notes were recovered {verified}
- North's claim that Casey ordered the fund ledger destroyed: "unable to corroborate" {unproven}
- Walsh's inference: Casey's conduct was "more consistent with the behavior of a person aware of the diversion and concerned with keeping it concealed" {smoke: IC inference, not a finding of fact}
- Poindexter destroyed the signed Dec 1985 Iran Finding on 21 Nov 1986, and no copy was ever located {verified} {handling}
Chapter 4: BCCI, from the Kerry/Brown report ch.11
Casey met Abedi intermittently over about 3 years. The CIA testified it had "no relationship" with Abedi. Staff concluded the dealings were "undocumented, fully deniable, and effectively irretrievable" {verified} {handling}
Chapter 5: The House Task Force (Hamilton/Hyde, 3 Jan 1993) on the same gaps
| Item |
Senate (Nov 1992) |
House (Jan 1993) |
| Hashemi FBI tapes |
~150 reels "not yet reviewed" |
"All the tapes … were made available"; the FBI "listened to and analyzed every tape in its possession". No evidence on the tapes of 1980 contact between Casey or the Hashemis and the Karrubis report text |
| 1980 passport |
missing |
Still not found. "No witness has ever stated that he or she recalls seeing a 1980 passport." The CIA secretary gave his expired passports and a "Passport" folder to his widow after 1987. The family "tried unsuccessfully to locate" it still missing |
| Loose calendar pages |
26–27 Jul missing |
The desk Minder and Standard Diary were "completely intact" and used to reconstruct his movements. The Task Force "has not found any evidence to explain why the dates … are missing" {{handling}} |
| Bohemian Grove |
host unsure which weekend |
A second witness (Warren Poole) placed Casey there on the middle weekend, 25–27 Jul, citing a camp photo usually taken then, but "he had no documentation" recollection only |
| "Hostages" file |
— |
The family at first recalled no such file, then found it the next day in New York, having moved it from McLean. They gave about 50 pages plus about 12 Iran documents late-surfacing |
| CIA-held personal file |
— |
In summer 1991 a CIA official found "WJC Personal, January 1980 to December 1980" in agency storage. The CIA delivered 624 pages to Mrs. Casey, not to investigators. She mailed a portion to Rep. Hyde. The CIA kept copies and later gave them to the Task Force {{verified}} route of custody |
Chapter note: the two reports disagree on the tape review. The Senate counsel wrote that ~150 reels were unreviewed, and two months later the House said every tape had been analyzed. The FOIA #48 target shifts to the FBI's analysis and transcripts, plus confirmation of the review. the conflict is in the record, not resolved here
Findings
- Across three inquiries, the core allegation about Casey is "not established", never "disproven". Each inquiry states the gap in its own text {verified}
- The gaps have different causes: private family custody (Senate), death and illness (Walsh), off-book conduct (Kerry), and destroyed documents (Poindexter). No single actor is shown to have caused all of them {concept: pattern, not a proven single cause}
- The one exculpatory sworn account (Jamshid: expedite, not delay) comes from the same witness who puts Casey in Madrid {verified}
- Open lever: the unreviewed Hashemi tapes (#48). The Casey family papers are private, so FOIA can't reach them {concept}
