Iran-Contra affair (1985–1992)
Documented · occurred Handling What these labels mean →Senior Reagan officials secretly sold arms to Iran (under embargo) and diverted proceeds to the Nicaraguan Contras despite the Boland Amendment. Independent Counsel Lawrence Walsh charged 14 people. North was convicted in 1989 of obstruction, destroying documents and an illegal gratuity; the conviction was vacated on appeal over immunized-testimony taint. Poindexter's conviction was also reversed. Bush pardoned Weinberger and five others on Dec 24, 1992, before Weinberger's trial. Walsh's final report (1993/94) says officials 'destroyed and withheld' records and that the pardons completed a cover-up.

|---|---|---|
| Contra-linked cocaine trafficking tolerated by US agencies | Documented core: Kerry Committee (13 Apr 1989): Contra supporters trafficked; Contras knowingly took trafficker aid; State Dept paid >$806K in humanitarian-aid contracts to firms run by known traffickers, some already indicted. CIA IG Hitz, Vol. II (8 Oct 1998): >50 Contras and Contra-related entities implicated; the CIA kept working with some. 1982 CIA–DOJ MOU (Casey/W.F. Smith) exempted reporting drug crimes by non-employee assets; in force until 1995. Webb's 'Dark Alliance' (1996): the Blandon/Meneses → 'Freeway' Rick Ross pipeline; the claim that the CIA drove the crack epidemic was not established; the Mercury News partly disavowed it (May 1997); the CIA's internal 'Managing a Nightmare' shows it managed the press response (The Intercept, 2014) | documented tolerance; epidemic causation unproven |
| October Surprise (1980): Reagan campaign sought a delayed hostage release | 1993 House task force found no credible evidence; Ben Barnes (NYT, Mar 2023) says he accompanied Connally delivering that message around six Mideast capitals | October Surprise |
