Turner memo: Australian JIO 'Scientific and Intelligence Aspects of the UFO Problem' (May 27, 1971)

Documented · occurred What these labels mean →

O. H. Turner, head of the Nuclear Branch of Australia's Joint Intelligence Organisation, sent his director a signed minute dated 27 May 1971 ('Scientific and Intelligence Aspects of the UFO Problem') covering two attached papers: one on the US attitude to UFOs, one on 'weapon systems used by UFO's' drawn from Vallee and Hynek's records. The US paper argues that UFOs were real and that the US ran a 'crash programme into anti-gravity power', funding six universities and agencies on gravity control in the 1950s–60s. The same day Director R. W. Furlonger minuted Deputy Secretary B recommending that the Department of Supply investigate about six selected reports a year. The papers are on NAA file 3092/2/000; the US paper's text was re-released as PURSUE CIA-UAP-019 and is cited by Grusch and Weinstein. Its claims about US programs are one analyst's interpretation of open literature. Researchers give Turner's first name as Harry; the file says only 'O.H. Turner'. Earlier dating to 25 May 1971 is not supported by the file.

Comparison with the open record (2026-09-26, partial)

Turner claim (as reported) Open-record match Verdict
'46 separate projects' of USAF-funded anti-gravity research; 'an intensive onslaught on the gravity enigma… entirely irrational… [unless] UFOs were real' (quoted by Coulthart/Advena) Same number as Donald Keyhoe (1966): '46 unclassified G-projects confirmed… by the Smithsonian's Science Information Exchange. Of the 46, 33 were AF-controlled.' Those were registered, public projects number traces to open registry
US 'who's who' of theoretical physics in gravity work Matches the open ARL (Goldberg, 1956–63) and RIAS/Martin programs and the Chapel Hill (DeWitt, Babson-funded) institute, all publishing openly open programs
Avro 'saucer' funding plus a 'crash programme into anti-gravity power' Avrocar (1950s US Army/USAF) is documented and failed openly. 'Crash programme' is Turner's reading Avrocar real

Provisional result: Turner's headline evidence appears to be open, unclassified research that he read as a UFO-driven program. That reading is his inference ('can only be rationalised…'), not a finding in the records. Gap: I haven't read the original memo pages (the NAA site blocks automated access behind Cloudflare). Named institutions and people need checking against the primary document.

Primary text check: RESOLVED via PURSUE Release 03 (CIA-UAP-019, released Jun 12, 2026)

Authorship resolved (2026-10-18): NAA 30030606 folio 15A carries Turner's signed 27 May 1971 cover minute for this paper; see evidence (read from a contributed copy, provenance noted there). Original caveat (2026-10-04): the paragraph-by-paragraph check below is of the CIA-UAP-019 text; that text carries no author name, and its identification as Turner's memo rests on content matching secondary descriptions. See The 1971 Australian UFO memo was written by O.H. Turner, head of the Joint Intelligence Organisation's Nuclear Branch. The Department of War re-released the memo; its OCR gives paragraphs 13–18 in full. | Turner paragraph | What he names | Open source it matches | Verdict | |---|---|---|---| | ¶14 | US 'chose to support six universities and government agencies in an all-out drive' on gravity | — | his framing | | ¶15 | 'Gravity Research Centres' at the Institute for Advanced Study, Princeton University, Indiana, Purdue Research Foundation, UNC, MIT 'through the (Roger Babson) Gravity Research Institute (New Boston, NH)… founded 1949, George M. Rideout President… by 1955, 485 essays… awards totalling \$10,800' | Babson's Gravity Research Foundation: public essay contest (still running). Its money seeded the Institute of Field Physics at UNC (Bryce DeWitt, 1956) and the 1957 Chapel Hill conference. All published | open programs | | ¶16 | Scientists: Teller, Oppenheimer, Dyson, Wheeler, Hlavatý, Deser | The who's-who of the published 1950s–60s general-relativity revival (Chapel Hill 1957 attendees and others) | open GR community | | ¶16 | 1955 firms: Glenn L. Martin (Heim, Jordan), Convair, Bell, Sikorsky, Lear, Clarke Electronics, Sperry | The same list as the Feb 1956 Aviation Studies 'Electrogravitics Systems' report and Talbert's Nov 1956 Herald Tribune series | 1956 press list | | ¶17 | 'Such an intensive onslaught… entirely irrational… can only be rationalized… [if] UFOs were real'; 'By 1966, 46 separate projects… 33 under the U.S. Air Force'; 'details… kept classified… generally… not successful' | Keyhoe's 1966 figure: 46 unclassified projects from the Smithsonian Science Information Exchange, 33 AF-controlled | number = Keyhoe | | ¶17 | Weber's gravitational-wave work under AF Cambridge Research Labs | Joseph Weber; published openly | Weber |

Conclusion: every checkable name in Turner's gravity section is public, published research (the Babson foundation, the Chapel Hill/GR community, the 1956 trade-press company list, Keyhoe's registry count). His 'only rational if UFOs were real' is his inference, the same move this vault flags elsewhere. This closes the Report 02 addendum and weakens Weinstein's use of the memo.
