Stargate: US psychic-spying program (1972–1995)
Documented · occurred What these labels mean →About 23 years of US government research and operations on 'remote viewing' (psychic information-gathering). Started as CIA-funded research at SRI (Puthoff and Targ, 1972), ran operationally under the Army and DIA at Fort Meade under a series of code names, and closed in 1995 after an outside review. About $20M total. Thousands of pages released by the CIA.

What's documented
- Why it started, the Soviet angle: the DIA reports 'Controlled Offensive Behavior – USSR' (1972) and 'Paraphysics R&D – Warsaw Pact' (1978) assessed Soviet psychic research as a possible threat. The US program was partly a response to what the other side was studying. That's the mirror image of E's 'rivals notice what goes missing' (see Publication silence as signal).
- 1972: CIA funds Puthoff and Targ at SRI (Menlo Park). Swann and Price are early subjects. Uri Geller was tested there in 1973.
- Code names: Scanate → Gondola Wish (1977) → Grill Flame (1978) → Center Lane (1983) → Sun Streak (1986) → Stargate (1991).
- Operational unit at Fort Meade, Maryland; targets included Soviet facilities, hostages and missing aircraft.
- 1995: CIA commissions an evaluation by the American Institutes for Research (statistician Jessica Utts, skeptic Ray Hyman). Utts: a statistically significant effect exists in the lab. Hyman: not convincing, and no operational value. Program terminated.
- Records released in bulk through CIA CREST (about 2017).

Claims layered on top
| Claim | Verdict | Why |
|---|---|---|
| The government funded psychic spying for about 23 years | Yes | Released records |
| Remote viewing produced actionable intelligence | Disputed | Scattered 'hits'; the 1995 review found no operational use |
| A statistical lab effect exists | Split verdict | Utts yes, Hyman no, in the same review |
| It never really ended; it went private or black | No document | Puthoff, Green and others resurface in AAWSAP (2008–10). That's continuity of people, not proof of a continued program |
