Kona Blue (proposed DHS special access program, ~2011)
Documented · occurred Handling What these labels mean →A proposed ('prospective') special access program pitched to DHS leadership to receive UAP-related material and research after the DIA program AAWSAP. AARO (2024) confirms the proposal existed, traces it to AAWSAP/AATIP, and says it was never approved, funded, or given any material. Whistleblower accounts say it was meant as the 'catcher's mitt' for material Lockheed wanted to hand over.

Notes
- AARO's version: never approved; no data or material transferred; no funding. The only sample AARO discusses (a magnesium-zinc-bismuth alloy) is the same kind of material the Army–To The Stars agreement tested and judged ordinary.
- The other version (Grusch/Elizondo, DOPSR-cleared): Lockheed VP Ryder proposed moving 1950s crash material into it; the CIA's science directorate blocked it.
- Both versions agree the proposal existed and died. They disagree about why.
