Harry Reid
US Senate Majority Leader (D-Nevada), 2007–2015. Got the Pentagon UAP study (AAWSAP/AATIP) funded in 2007–08, then in 2009 asked for part of it to become a restricted Special Access Program. In 2021 he said he'd been told for decades that Lockheed held retrieved UFO material, and that the Pentagon refused him access. Died 28 Dec 2021.

The 2009 SAP request Letter authentic
- 24 Jun 2009, Reid to Deputy Secretary of Defense William Lynn, 4 pages. He asks for a Restricted Special Access Program with a 'bigoted' (named-individual) access list for parts of AATIP, citing "unconventional aerospace-related findings."
- Key line: "Given the current rate of success, the continued study of these subjects will likely lead to technology advancements that in the immediate near-term will require extraordinary protection."
- DIA's answer (13 Nov 2009 memo): reviewing the deliverables and planned FY2010 work, it "could not find adequate justification" for a restricted SAP.
- The DoD's formal reply to Reid has never been found (Black Vault has tried since about 2018). The Pentagon at first gave contradictory statements about the letter, then acknowledged it was authentic.
The Lockheed claim (2021) Material exists
- Quote: "I was told for decades that Lockheed had some of these retrieved materials. And I tried to get, as I recall, a classified approval by the Pentagon to have me go look at the stuff. They would not approve that."
- He said himself he never saw proof. What's documented is that he was told and he was refused.
- Cross-link: Lockheed Skunk Works head Rob Weiss was on DeLonge's 2016 advisory call (Podesta-DeLonge emails 2015-2016). Two separate trails lead to Lockheed.
Why he matters to the graph
- He's the political root: without Reid's earmark, there's no AAWSAP, no Release 06 papers and no Elizondo story.
- Credential-erasure angle (Credential erasure test): the missing DoD reply to a Senate Majority Leader is a records gap in the institution, not in the claimant. That's the inverse of the Lazar case.
