Frank Wisner
OSS officer, then head of the Office of Policy Coordination (1948) and CIA Deputy Director for Plans (1951–58): the covert-action chief of the early Cold War. Bridges the Dulles/Helms CIA, the stay-behind networks and the 'Mighty Wurlitzer' media story.

Gaps
- A direct, sourced Wisner ↔ Gehlen Organization tie: often asserted for the OPC era, not yet found in a primary or solid secondary source. Don't add the tie until one is.
- Added 2026-10-07 as a bridge: no prior mention anywhere in the vault despite sitting between Dulles, Helms, Gladio and Mockingbird.
